Foreword
Biodiversity Conservation and Forest Management programs are being implemented by DFEWM under SBFP, FDA, IWMP and other schemes and projects in Sikkim. The main focus of these projects is on consolidation of Joint Forest Management (JFM) /Eco-development through convergence with FDA,IWMP and other schemes and projects for augmenting forest productivity, conservation of biodiversity, and linking forests with alternative livelihood and employment generation activities with due emphasis on ecotourism. Formulation of microplans, and institutionalization is one of the essential activities for biodiversity conservation and, livelihood enhancement of the local people.
Therefore, there is a need to analyze local micro level problems and to prepare a more realistic management plan where financial resources from FDA and other projects may be utilized. In the classical approach of planning, the users/beneficiaries are largely excluded from the process of developing plan, whereas the microplanning exercise integrates the communities and resources to bring out a management plan for a small area.Joint Forest Management derives its strength from the involvement of people and therefore, its success depends on the degree of people’s participation. The participation of the people needs to be ensured from the planning stage itself in order to enthuse among the communities a sense of ownership for which microplanning is considered as an important element.Forest Department officials (e.g., RO/BO) NGOs and Community Organisers are working as Facilitators for preparation of microplan and implementing activities under microplan in Forest Divisions/Districts.
Therefore, the Facilitators/Community Organisers have to play important role in involving people in planning, implementation and monitoring of biodiversity/forest conservation activities, infrastructure developed through EPA and Income Generation Activities.JFM Manual Part-II: The Facilitator’s Handbook for Microplanning will work as reference guide for the COs, Forest Department officials and others who will be involved in the process under SBFP/FDA/IWMP. This manual has been prepared with consultation with PMU members, CF Wildlife, CF, Territorial, CCF, Wildlife, CCF, Territorial and PMC whose contributions are thankfully acknowledged. I am sure and confident that the Facilitator’s Manual will be quite useful in achieving the activities being undertaken under different projects and schemes.
