Terms of Reference for Tender of Leasing-Out of Golitar Eco-tourism site at Fambonglho Wildlife Sanctuary, East Wildlife Division, Department of Forests, Environment and Wildlife Management

NAME OF WORK – TENDER OF THE GOLITAR ECO-TOURISM AREA INSIDE THE FAMBONGLHO WILDLIFE SANCTUARY, EAST SIKKIM.
Sealed tenders are invited from the reputed agencies to provide following services at the Golitar Eco-tourism area inside the Fambonglho Wildlife Sanctuary, East Sikkim.
- License to operate the 4 numbers of cottages, one empty room space, one interpretation center, one cafeteria.
- License to operate Parking
- License to utilize the empty spaces in the area so demarcated as camping sites.
A. Bid Type – Two bid system, Technical bid and Financial bid
B. Bid amount – Rs. 39.46 Lakhs
C. Price of Bid Documents:- Rs.2,000/- (Non refundable)
D. Security Deposit – 20% of the lease amount.
The tender documents can be obtained by payment of Rs 2000/- each during any working day on or before 30th November 2018 up to 4.00 PM from the office of the Divisional Forest Officer, East Wildlife Division, Department of Forests, Environment and Wildlife Management, Government of Sikkim. The tender forms can also be downloaded from the website www.sikenvis.nic.in, however a separate Pay order of Rs.2000/- or any other convenient form of deposit (except demand Draft – demand draft will not be accepted), each payable in favor of Sr, Accounts Officer Accounts Officer, Department of Forests, Environment and Wildlife Management, must be enclosed with the forms downloaded from the website, failing which the tender will be rejected summarily.
The proposed bid covers an area of approximately 1 HA inside the Fambonglho Wildlife Sanctuary. It is an eco-tourism site inside a Protected Area created under the Wildlife (Protection) Act, 1980. The contract shall be for the use of the said premises which included 4 eco-huts, Interpretation Center, View points, Camping Sites, Dormitory, Cafeteria etc within the demarcated premises for the purpose of providing services to tourist/visitors subject to the terms and conditions, the guidelines and policies framed by the Department of Forests, Environment and Wildlife Management, Government of Sikkim from time to time, and for no other purpose (hereinafter referred to as “Permitted Purpose‟). Apart from licensed premises, the Licensee/contractor shall use no other area adjacent to the earmarked area.
